Welcome to California-- the lawyer state! This is a Proposition 65 warning sign, posted on about 99.9% of the public buildings in the state to warn people that common cleaning and construction chemicals might be present in tiny quantities.

The idea was to scare people and promote change, but since the signs are still posted everywhere 20 years after the law was passed, it's just possible it's not working as planned.
