I would like to know what people think about offering to pay relocation costs. I am very interested in relocating a considerable distance, and know that most libraries do not have money to move people. I can afford to do this (and then take off my taxes), and there are positions for which I am more than willing to do this.
Is it clever or tacky to mention in the cover letter that I am willing to pay relocation costs?

Organizations interview and eventually hire people based on fulfilling their need. The fact that you can pay your own relocation costs will not persuade people to interview you. The assumption by most is that if you applied for a job you want it and will take what it takes to get there.

I would also not assume that "most libraries do not have money to move people".

I would not mention it in your cover letter, and I would not mention at all, unless asked or unless you are offered a job. Once you have an offer, I would advise (anyone) to ask about money for relocation, if the employer does not bring it up first. Always ask – it doesn’t hurt – and if they really want you, they may pay for some, if not all, of the relocation costs.

When libraries advertise their jobs nationally and internationally, and then interview people who live far away, relocation costs must be considered and addressed. If you won’t take any money that may be offered for relocation, then that’s your decision. But don’t assume that they won’t offer any, and don’t assume that it will factor into their decision to hire you or not hire you.

Hollis, sorry for the late reply: are you talking about academic jobs? I think it's far more common for academic jobs to pay at least some moving expenses than none. Though they might not offer any moving expenses, with the expectation that you'll negotiate for this.
