Here are some options:

Nvu, http://nvudev.com/index.php
Komposer, http://www.kompozer.net/
Amaya, http://www.w3.org/Amaya/Amaya.html
Trellian, http://www.trellian.com/webpage/
SeaMonkey, http://www.seamonkey-project.org/

I find iWeb to be a very fun program, too, although it's strictly WYSIWYG and doesn't want to let you work directly with the style sheet or HTML. I sometimes have to open up my files in a text editor to make changes.

Hope one of these is helpful!

A few years ago I used CoffeeCup. I remember it being very easy to use, and it seemed to do a good job of keeping your code clean, etc. It does support CSS. Might be worth a look!
